The project was conceived to accommodate a new neighborhood of approximately 13,000 residents, distributed across 4,909 apartments of various sizes, representing an example of modern and functional residential neighborhood architecture.

The masterplan, developed by an expert urban planning firm, establishes a clear hierarchy of streets and routes, from the connection to the highway to the new Boulevard running parallel to the river, and the winding road along the Volga. This layout promotes effective territorial planning and an urban design approach consistent with the principles of urban design and urban regeneration.

Residents will have access to two kindergartens, two primary and secondary schools, a clinic, as well as sports and retail facilities. The neighborhood will also include a shopping and entertainment center featuring a cinema, luxury stores, gyms, and a food court.
The landmark skyscraper of the development, rising 205 meters high, will accommodate a 600-room hotel and a conference center within the first 20 floors, in addition to business-class apartments offering panoramic views over the river and the city.

The façades have been designed with winter gardens to capture solar heat during the colder months and external shading systems to protect against glare in summer.

The skyscraper and the shopping center feature an aluminum-and-glass envelope with diamond-patterned motifs, opening panoramic views from the residences while signaling the commercial hub along the main access routes.

The design of the residential structures is highly flexible, allowing multiple housing configurations to meet real estate market demands. The standard residential area provides approximately 40 square meters per capita, offering a functional and contemporary solution for new residents.

This international project positions itself as a reference model among global masterplans, combining residential quality and urban efficiency. It was awarded through a private competition and stands at the forefront of urban regeneration and residential neighborhood architecture.
